Violent evening storms following a day of triple-digit temperatures wiped out power to more than 2 million people across the eastern United States and caused two fatalities in Virginia ? including a 90-year-old woman asleep in bed when a tree slammed into her home, a police spokeswoman said Saturday.

Widespread power outages were reported from Indiana to New Jersey, with the bulk of the service interruptions concentrated on Washington, D.C., and the surrounding areas. Earlier Friday, the nation's capital reached 104 degrees ? topping a record of 101 set in 1934.

More than 20 elderly residents at an apartment home in Indianapolis were displaced when the facility lost power due to a downed tree. Most were bused to a Red Cross facility to spend the night, and others who depend on oxygen assistance were given other accommodations, the fire department said.

The storms, sometimes packing 70 mph winds, toppled three tractor trailers on Interstate 75 near Findlay, Ohio.

Fallen trees were blamed on both deaths in Springfield, Va.

Besides the 90-year-old woman, who authorities didn't identify pending notification of kin, a man driving his car was pronounced dead at the scene. Authorities identified him as Khiet Nguyen, 27, of Burke, Va.

In addition, a park police officer was injured by an uprooted tree in the northern Virginia county, and an 18-year-old man was struck by a power line, Jennings said. He was in stable condition after receiving CPR, she said.

"Our officers and firefighters are out there with power saws, trying to clear the streets," Jennings said.

West Virginia Gov. Earl Ray Tomblin declared a state of emergency after more than 500,000 customers in 27 counties were left without electricity.

At least four utility poles fell on a road in Columbus, Ohio, making it too dangerous for people in four cars to get out, police said. One person was taken to a hospital.

As of 1 a.m. Saturday, Pepco was reporting 406,000 outages in the District of Columbia and Montgomery and Prince George's counties, Md.

"We have more than half our system down," said Pepco spokeswoman Myra Oppel. "This is definitely going to be a multi-day outage."

Amtrak suspended its service from Washington, D.C., to Philadelphia due to the storms, at least until mid-morning.

In the Washington, D.C., area, the Metrorail subway trains were returned to their endpoints due to the storms and related damage, officials said.

"It has had a widespread effect on the region," Metro spokesman Dan Stessel said early Saturday. He said about 17 train stations were operating on backup power due to local power outages, but that he didn't anticipate service being disrupted on Saturday.

Huskies receive commitments from seven football players

Eight high-school football players sat in a row at the Ram Restaurant and Brewery.

The group had just finished the morning session of the University of Washington's Rising Stars Camp. Seven had announcements to make.

Hanging above their heads were framed Husky jerseys ? Steve Emtman, Chris Chandler and Greg Lewis, among others ? and this group felt it was the proper place to spread the news. They all planned to join Washington's 2013 recruiting class.

Caleb Tucker, a 6-foot-2, 225-pound outside linebacker from Monroe, La. (Ouachita Parish High School), was the first to stand up. He wore a purple Huskies beanie and started the string of commitments.

"It's crazy," Tucker said. "It's another chapter in my life. It really hasn't hit me yet. I've really just always dreamed about this, and there aren't too many people who can say that they actually accomplished this. I'm just really excited about it."

One by one they stood up. Damore'ea Stringfellow, a 6-3 receiver from Rancho Verde High School in Moreno Valley, Calif., joined his teammate, Poasi Moala, a 6-5, 265-pound lineman.

"This is very special," said Stringfellow, who is listed at No. 73 in the ESPN 150 recruiting rankings. "This is once-in-a-lifetime. You've got to remember this. For the next four years, this is where I'm going to be playing ball. This is a really special moment for me."

Local linemen Daeshon Hall, a 6-6, 220-pound defensive end who spent his freshman and sophomore years at Garfield, and Andrew Basham, a 6-3, 298-pound defensive tackle from Lynnwood, were part of the group that also included Lompoc, Calif., running back Lavon Coleman, who is rated a four-star recruit by Scout.com.

"This is really big," said Hall, who spent his junior year in Lancaster, Texas, and recently backed out of a verbal commitment to Texas because he wanted to play in the Northwest. "There's a whole bunch of big-time athletes around here. All of my family is around here, so it wouldn't be too hard for them to come see my games."

Basham added, "I haven't heard of seven people committing in one day. It's really special. I'm sure my family is happy."

Elijah Qualls, a 6-2, 285-pound defensive lineman, who also plays running back at Casa Grande (Petaluma, Calif.), wore a black, personalized Washington jersey and was instrumental in coordinating the commitments.

"It's a big day, because Washington is coming up," Qualls said. "It's showing that we're doing big things. We're on the rise. I definitely see that we have the potential to win that Rose Bowl, if not this year then maybe even my freshman year, sophomore year. We're coming after it. We're going to be fighting for some championships."

Narbonne (Harbor City, Calif.) quarterback Troy Williams pledged to play for the Huskies earlier this month, but the other seven athletes who gave verbal commitments had no problem sharing the celebration.

"We all loved this place," Qualls said. "They all saw the same thing that I did. We're all on the same page and we decided. Why not do something that nobody else does? The Huskies are about being a team, so we did it as a team."

Note

? In addition to the 15 commitments Washington has secured in its 2013 recruiting class, the Huskies have picked up a verbal pledge from 2014 receiver Rahshead Johnson of Jordan High School (Long Beach, Calif.).

Grinnell College Awarded $1 Million for Science Education

Grinnell College has received a $1 million science education "capstone award" from the Howard Hughes Medical Institute (HHMI), one of the nation's largest private funders of biomedical research and education.

The four-year HHMI grant recognizes Grinnell for "sustained excellence and important contributions to undergraduate science education" and will support curricular reform and advising activities to benefit intermediate-level science students, building on already successful introductory and advanced research programs.

"One of the key opportunities we have with this generous grant is to develop intermediate-level undergraduates' abilities to become scientific leaders," said Leslie Gregg-Jolly, professor of biology and program director for the HHMI grant.

"Often students at the intermediate-level begin to question their own commitment and 'fit' in the scientific community, so we will use grant funds to assess student learning and attitudes, develop opportunities to work in teams outside of traditional disciplinary boundaries and offer employment to increase their involvement and success in science departments."

The grant will also have impact for science education nationally. Grinnell's Center for Science in the Liberal Arts will analyze and disseminate information about students' performance, development and persistence to improve the STEM pipeline, using a nationally recognized research method developed by Grinnell Professor of Psychology David Lopatto.

"We are very grateful to HHMI for recognizing Grinnell's national leadership in undergraduate science education," said Grinnell President Raynard S. Kington. "The grant will further our institutional commitment to widening access and promoting success for all students as we respond to the nationwide call for science education reform and the need to develop a large and diverse pool of scientists."

The 2012 HHMI grant is the fourth to Grinnell since 2000 and recognizes the college's development of a "mature and successful program." In 2011, the White House awarded the Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring to the Grinnell Science Project, a program to promote success among students traditionally underrepresented in the sciences.?

Approximately one-third of Grinnell students graduate with a major in science. Nearly 70 percent of the college's science graduates enter graduate programs; in fact, Grinnell ranks eighth on a per-capita basis among all U.S. higher education institutions whose graduates pursue Ph.D.s.

Miley Cyrus: Australian Guys Are Hotter Than Americans

Miley Cyrus thinks that the best guys come from Down Under -- and she's got a pretty strong case. The 19-year-old star accompanied her Aussie fiance Liam Hemsworth, 22, to the Australians in Film Awards on Wednesday night in Century City, California. It was the couple's first red-carpet appearance since announcing their engagement at the end of May, and Miley (sporting a massive diamond ring) was over the moon.

Because the High Court found that the penalty for not having coverage is a tax and not a fee or a banana, it ruled?Congress has the constitutional authority to impose such a levy. In effect, the 5-4 decision written by Chief Justice Roberts concluded that Congress can tax you for failing to acquire insurance. Thus, the mandate as created by the ACA is constitutional.

But the Court rejected the White House?s main legal argument?that?Congress has the authority under the Commerce Clause to require people to get insurance. It will be interesting to see how legal scholars read this in the coming weeks: Is the Court saying that tax policy is the only tool Congress has to enact certain social welfare programs? If so, it would put an already-stressed tax code under even greater pressure. ?

The 5-4 decision is very complex. With dissents and concurring opinions, it runs 193 pages. Chief Justice Roberts joined Justices Ginsburg, Breyer, Sotomayor, and Kagan to uphold the ACA. Four justices?Thomas, Scalia, Alito, and Kennedy?concluded that the entire ACA is unconstitutional.

Oddly, while the Court ruled the no-insurance penalty is a tax for the purpose of determining its constitutionality, it also said that it not a tax for other purposes. A law called the Anti-Injunction Act says that no-one can sue to stop the collection of a tax until after they have paid it. And some argued that the ACA was not ripe for legal review since no-one has yet paid the fee. But the Court concluded that, since Congress never called the penalty a tax, the law it not subject to the Anti-injunction law. ?????

The ACA includes a number of tax provisions?only a few of which are related to insurance reform.

Among them:

The tax on those who don?t have health insurance. The key to the individual mandate, this provision would penalize those who do not have insurance starting in 2014. The penalty begins at $95?and phases up to a maximum of $695 or 2.5 percent of income by 2016.

Subsidies for buyers. These subsidies are aimed at helping low-income households purchase individual insurance through the health exchanges created by the law. The subsidies are effectively refundable tax credits managed by the Internal Revenue Service.

Small business tax credits. These subsidies, initially up to 35 percent of an employer?s premium contribution, are already in effect. The subsidy gradually phases out as the firm?s average wage and the number of its employees increase.

Medicare payroll tax. Starting in 2013, the ACA raises the Medicare Part A payroll tax by 0.9 percent for those making $200,000 or more (couples making $250,000). ?

Taxes on unearned income. The law also imposes a new 3.8 percent tax on investment income and other unearned income for wealthy?households, also starting in 2013.

Increasing the threshold for itemized medical expenses. Today, taxpayers can deduct medical expenses that exceed 7.5 percent of adjusted gross income. The ACA raises that threshold to 10 percent beginning next year.

Taxing high-value employer-sponsored health plans. Technically imposed on insurers, the law sets an excise tax on individual coverage that exceeds $10,200 or family coverage of more than $27,500. The levy, effective beginning in 2018, is equal to 40 percent of the premiums?that exceed these thresholds. Because it is indexed by the rate of the consumer price index (which rises more slowly than medical costs), the tax will gradually apply to less generous policies. ???

Other revenue raisers. The law includes a number of other minor taxes intended to help pay for the health coverage expansion. These include new penalties on Health Savings Accounts, limits on Flexible Savings Accounts, and an excise tax on indoor tanning salons.

The Court upheld all of these taxes with the rest of the law (except for a requirement that states expand their Medicaid coverage for the working poor).

The political fate of the ACA remains to be seen, of course. But the Supreme Court has at least settled the dispute over whether it is constitutional. ??

Florida-based insurers report 40 percent rise in profits: Will consumers benefit?

KevinMcCarty.jpgFlorida-based home insurers, which have 60 percent of the state's policies, reported a net income of nearly $78.7 million in the first quarter, up 40 percent from the first quarter of 2011, according to Florida Insurance Commissioner Kevin McCarty.

If the trend continues, will insurers "share the wealth" with consumers either by bolstering claims-paying reserves or by lowering some premiums?

Many will beef up their reserves, insurance experts say, but it's unclear whether they'll decrease rates based on a year or two of healthy profits. If the market improves in the long-term, that could spur competition among insurers for policies and help lower rates in years to come.

"The numbers often look good for an individual year ? or years ? without a hurricane...Good years help build the resources to handle the big losses," said Lynne McChristian, a spokeswoman for the Insurance Information Institute, an industry group.

Nationally, private U.S. property and casualty insurers? net income after taxes for the first quarter rose nearly 30 percent to $10.1 billion from $7.8 billion in first-quarter 2011, according to a report Wednesday from ISO and the Property Casualty Insurers Association of America. The increase was largely due to lower costs for catastrophe claims.

The Florida-based insurers reported an underwriting gain, or when premiums outpace claims and other expenses, of $39.4 million, up 314 percent from $9.5 million last year, McCarty reported Tuesday at a Florida Cabinet meeting.

McCarty said there?s record interest in Florida this year from reinsurers, which sell catastrophe insurance to insurers. Up to 20 reinsurance companies in Bermuda and London want to increase how much catastrophe backup coverage they sell to Florida insurers.

Citizens Property Insurance President Barry Gilway also had some good news: the state-run insurer has downsized, shedding 80,288 policies representing $20 billion in risk so far this year.

(AP) ? The mother of two disabled teens called Thursday's Supreme Court ruling on the health care law wonderful because it bars insurance companies from setting lifetime limits for medical expenses ? a big help to her family.

But a retiree on Medicare called it a "sad day" and worries that the law's new rules coming in 2015 will interfere with treatments doctors can provide.

Across the country, some Americans haven't been dramatically affected yet by the law, which will take a few years to reach full force. But many others say they have felt its effects already and have strong opinions about it.

___

Name: Becky Morefield

Home: Mahomet, Ill.

Age: 51

Occupation: Stay-at-home mom of two disabled teenagers

Insurance coverage: Private insurance through husband's employer

As Morefield sees it, the health law allowed her son Tucker to die peacefully at home with private health insurance covering his care.

Tucker, one of three triplets with cerebral palsy, was always the most fragile of the siblings, Morefield said. Five years ago, he maxed out the $1 million lifetime limit in his family's policy when he went into respiratory failure and was hospitalized for 12 weeks.

Hitting the lifetime limit meant the insurance company would no longer pay Tucker's medical bills. The state of Illinois picked up the slack through a program for children with special health care needs. But the program put strict limits on certain medical supplies, leading the family to wash and reuse equipment meant for single use.

Tucker's coverage was reinstated in 2011 because the health care law barred lifetime dollar limits on coverage. He lived another 15 months covered by private insurance. At the end, he had doctor visits at home, oxygen and enough pain medication ? all care that Morefield said would have been restricted under the state program.

"It was a blessing for us," Morefield said. "People who've not had the ongoing medical things we've had don't understand."

Morefield reacted to the Supreme Court decision on Thursday, her birthday, with joy. She called it a great gift that will grant her and her husband peace of mind.

"It's wonderful," she said.

Criscuola is worried that a controversial board created by President Barack Obama's health overhaul will ration health care and also dictate treatments to doctors. She has family members with a rare genetic condition that she said requires experimental therapies.

"I was listening to the radio this morning and heard the news. I think it's a very sad day for this country, for our medical industry and for our health in this country," Criscuola said.

"If you have a law that requires doctors' treatments to be approved on the basis of their general effectiveness and doctors are not permitted to experiment with other kinds of approaches, that makes it very difficult for special diseases like these to be treated."

The board, called the Independent Payment Advisory Board, is meant to hold down Medicare costs, beginning in 2015. Republicans are targeting the provision for repeal. Criscuola fears the board's influence will go beyond Medicare and permeate the health care system. The White House has said the board is crucial to holding down costs and is barred by the law from rationing care.

The law also encourages a payment model for hospitals, insurers and doctors called "accountable care organizations," which Criscuola believes also will limit doctors' choices in treating patients.

Criscuola has benefited from a provision in the health care law that provides free annual wellness exams to people with Medicare.

"Do I use it? Yeah. Is the benefit I receive from it more than if I had kept the money I paid into Social Security and Medicare payroll taxes and invested it myself? No. It's considerably less," she said. "Will it be around in 15, 20 years? Probably not."

Name: Bev Veals

Home: Near Wilmington, N.C.

Age: 48

Occupation: Stay-at-home mom of a 17-year-old and a 20-year-old

Insurance coverage: Coverage under the new law for people with pre-existing conditions

On Thursday morning, waiting for the news, Veals was watching CNN, which initially reported incorrectly that the law had been overturned. She was tense with worry that she would lose her coverage.

"I'm totally, absolutely right now dazed because they first, initially said it had been overturned," Veals said. "I'm sitting here gasping for breath. ... Now they're saying it's being upheld." She added: "It's a relief."

The expense of her breast cancer treatments led to bankruptcy and foreclosure for her family over a horrific 10-year period. Finally, it cost so much that she could no longer afford health insurance. She and her self-employed husband decided to drop her from the family's insurance plan four years ago to reduce their monthly premiums from $1,700 to $400 a month.

She spent the next 27 months uninsured. Then in 2011 she signed up for insurance made possible by the new law. The program helps people who have been turned away by insurance companies because of pre-existing medical conditions. She now pays $377 a month for her insurance with a $1,000 deductible, meaning she pays that much out of pocket before the coverage starts.

"It has only been a little over a year for me, but I can't tell you the dignity being covered brings," Veals said. "My biggest fear was I would have to beg for help to cover medical bills. Panhandling to pay a doctor's bill ... not my idea of the American Dream."

Though raised as a Republican, Veals said her politics are changing.

"As a conservative, I believed if you can't make your way, you don't get your way. Now I've cost more medically than I will ever be able to make. I've changed my political stance because of this," she said. "It doesn't do our economy any good when we have so many people having to file for medical bankruptcy."

Name: Michael Esch

Home: Warwick, N.Y.

Age: 49

Occupation: Works for medical device company

Insurance coverage: Employer-sponsored plan

Esch, a father of three, lost his job in November in a layoff his employer said resulted from Obama's health law. He had worked for medical device maker Stryker Corp. for six years. The company announced in November it intended to lay off 1,000 workers worldwide to save money ahead of a 2.3 percent tax on medical devices that starts in 2013.

The tax is meant to help pay for expanding health coverage to uninsured Americans. The Obama administration argues device companies will gain in the long run as more patients become eligible to receive their products because they have insurance. Republicans working to repeal the tax call it a job-killer.

Esch worked half a year as a hospital purchasing agent, at lower pay, before landing another job in the medical device industry. He said he will catch up to his former salary level next year.

"There was hardship in there," Esch said. "I think it's going to be typical of this business for a while as companies attempt to adjust to the increased tax on them."

He blames the tax for the loss of his job, but is grateful for the provision in the health care law that will allow his oldest child, now a college junior, to stay on his insurance until age 26.

Esch said he is pleased the law was upheld, but also that the high court pronounced the penalty for not buying insurance a "tax."

"It adds a word the American people will pay attention to," he said.

Name: Carlton Grimmett

Home: Atlanta

Age: 43

Employment: Night security guard at upscale apartment complex

Coverage: Uninsured

Two years ago, Grimmett had a job with good insurance and a wife with diabetes and other health problems. But then his job, doing plumbing and HVAC work at an Atlanta university, was outsourced and he no longer could cover his wife's medical bills.

His wife had to stop going to the private doctors she was seeing, and her husband tried to get her into care elsewhere. But at other facilities, they encountered paperwork, delays and foot dragging, he said. Her health deteriorated.

"When you don't have insurance, they treat you different," he said.

In January 2011, Mary Grimmett started struggling to breathe and was rushed to Grady Memorial, Atlanta's safety net hospital. She qualified for a program that provides discounted and even free care to uninsured people who qualify. But by that time she had pneumonia as well as a broken ankle that needed surgery and was very sick.

She spent two weeks in the hospital and then died of congestive heart failure ? a complication of her other illnesses. She was 39.

Today, Grimmett has a job, making $25,000 a year, but still has no insurance. Under the new health care law, he will be eligible for a government tax credit to help with the cost of buying private health insurance.

That would reduce his estimated annual premiums for health coverage from $5,054 to $1,726.

He is healthy, but the loss of his wife was a tragic lesson in the importance of coverage, he said. When he heard about the Supreme Court ruling from others at a nonprofit where he was volunteering, he said he felt grateful to Obama for helping the poor.

"He's listening to the voice of Jehovah God," he said. He added: "I'm grateful for the hope and opportunity to have health insurance, not just myself but all people who can't afford health insurance. It's a great thing that has taken place today."

___

Name: Jim Schreiber

Home: New York City

Age: 26

Occupation: Works for small beverage business

Insurance coverage: Private insurance through his employer

Schreiber's young and healthy, but still had reason to worry about the Supreme Court decision. He works for a small business and is responsible for switching the company to a new health insurance plan. He has found a plan at a reasonable price, but that price won't be locked in until August.

Early Thursday, he was concerned that the price would jump with a confusing decision on the health care law, or if the court overturned it. Like many other Americans, he saw contradictory news reports about the ruling and "my heart dropped."

He repeatedly refreshed the Web pages on his computer screen and, finally, when the ruling became clear, "it was a relief."

The company is among the 30 percent of businesses with fewer than 10 employees that offer health coverage. Small businesses often pay more for insurance than large companies.

Schreiber is hoping his company can qualify for a tax credit made available by the health care law for small businesses that provide health insurance. The tax credit is one of the most popular ideas in the health law, according to polls.

___

Name: Samantha Ames

Home: Washington, D.C.

Age: 25

Occupation: Recent law school graduate

Insurance coverage: Got back on parents' insurance, thanks to the health care law

When Ames woke up from ankle surgery, her doctor said her ligament had been in worse shape than he previously thought from previous sports injuries.

"He told me if I had injured it once more, it would likely have torn apart entirely," Ames said. "I may never have fully regained my ability to walk. It's only because I was able to get the operation when I did that I was spared a much more severe, painful and lasting injury."

Ames was able to have the $30,000 surgery because she was covered by her parents' insurance, thanks to a provision in the health care law that lets young adults keep that coverage until they turn 26. Nationally, an additional 3.1 million young people are covered as a result.

She is uncertain whether she will have a job that provides insurance when she turns 26 in October.

But "I'm so relieved I did not just lose my health insurance today," she said.

Where's Mars? Look for the moon first.

Less than four months ago, Mars shone much brighter than today. Now spotting the Red Planet requires guideposts, such as the moon.?

By Joe Rao,?SPACE.com / June 25, 2012

NASA's Hubble Space Telescope snapped this shot of Mars, when the Red Planet was 34.7 million miles from Earth. Mars can be spotted above and to the left of the moon tonight.

NASA/ESA

As darkness deepens on Monday evening (June 25), look about one-third of the sky up from the southwest horizon. There you'll see a fat crescent moon, and a moderately bright yellow-orange "star" hovering well above and to its left.

' + google_ads[0].line2 + '
' + google_ads[0].line3 + '

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "off"; google_image_size = '230x105'; google_skip = '0'; // -->

But that's no star ? it's a planet. It might be difficult to believe that it's the same object that less than four months ago shone some seven times brighter. It's?Mars, which continues to recede from Earth and consequently continues to fade.?

Currently the Red Planet is 129 million miles (208 million kilometers) away from Earth and shines at magnitude +0.8. That's still a fairly respectable brightness; on the list of the 21 brightest stars, Mars would currently rank 13th. Still, that's quite a comedown from early March, when Mars shone with a brilliance just a trifle less than that of Sirius,?the brightest star in the sky.?

In terms of apparent size, the disk of Mars is now downright tiny; only a large amateur telescope is likely to show any dusky markings on it.

The gap separating the moon from Mars tonight will be roughly equivalent to the width of your clenched fist held at arm's length, which measures about 10 degrees. ?By Tuesday evening (June 26), the moon will have arrived at first quarter phase and will have shifted its position relative to Mars, hanging off to its lower left and at a similar distance compared to the previous night.?

Mars is currently positioned against the dim stars of western Virgo and it's on its way toward a mid-August night sky rendezvous with the planet Saturn and the bluish star Spica. Take a good look at where Mars is right now.? About 25 degrees ? two and a half fists ? to its lower right is the bluish first magnitude star Regulus in Leo. At a similar distance to Mars's upper left are Saturn and Spica.?

If you're a beginner in astronomy, consider the?moon?as a convenient benchmark to help you identify Mars early this week. On Wednesday evening, the moon will be within striking distance of Spica and Saturn. Yellow-white Saturn will be above bluish Spica and will appear somewhat brighter.? While Mars is a disappointment in a telescope, ringed Saturn now appears nearly three times bigger than Mars, offering a spectacular sight.?

Joe Rao serves as an instructor and guest lecturer at New York's Hayden Planetarium. He writes about astronomy for The New York Times and other publications, and he is also an on-camera meteorologist for News 12 Westchester, New York.

National Research Council presents long-term priorities for U.S. nuclear physics program

ScienceDaily (June 26, 2012) ? Nuclear physics is a discovery-driven enterprise aimed at understanding the fundamental nature of visible matter in the universe. For the past hundred years, new knowledge of the nuclear world has also directly benefited society through many innovative applications. In its fourth decadal survey of nuclear physics, the National Research Council outlines the impressive accomplishments of the field in the last decade and recommends a long-term strategy for the future.

The report builds on the Nuclear Science Advisory Committee's 2007 five-year plan and commends the Department of Energy and the National Science Foundation for effective management of the U.S. nuclear physics program. Recommended priorities for the future include exploiting recent upgrades of nuclear physics facilities, the timely completion of the Facility for Rare Isotope Beams, the development and implementation of a targeted program of underground science, and the creation of two national competitions for graduate students and postdoctoral researchers.

"The recommendations in this report will help ensure a thriving and healthy field that continues to benefit society from new applications at an accelerating pace," said Stuart Freedman, professor of physics at the University of California at Berkeley, and chair of the committee that wrote the report. "The impact of nuclear physics extends well beyond furthering our scientific knowledge of the nucleus and the nature and origin of visible matter. Nuclear physics is relevant to the most important of today's problems in energy, health, and the environment."

Sophisticated new tools and protocols have been developed for successful management of the largest projects in nuclear physics, the report says. But to keep the U.S. program nimble and competitive, the committee recommends that federal agencies develop streamlined and flexible procedures tailored for initiating and managing smaller-scale nuclear science projects.

The report also advises the theoretical nuclear science community to develop a plan for exploiting the rapidly increasing power of modern computing, and to establish the infrastructure and collaborations now in order to take advantage of these capabilities as they become available.Additional priorities for the field should include continued investment in accelerator and detector research and the possible development of an electron-ion collider.

Two videos have been prepared in conjunction with the report to illustrate several of its main ideas. The videos are suitable for classroom use and clearly articulate the scientific rationale and objectives for nuclear physics, placing near-term goals in a broader international context. The videos are available here: http://sites.nationalacademies.org/BPA/BPA_069589.

Judge Koh stops US sales of Galaxy Tab 10.1, puts a smack down on Samsung (updated)

Judge Koh stops US sales of Galaxy Tab 101, puts a smack down on Samsung updated Judge Koh enjoins sales of Galaxy Tab 101, puts a smack down on Samsung

Thought Samsung was out of the woods when it defeated Apple's attempt to prevent it from selling the Galaxy Tab 10.1 stateside? Well, Apple appealed that decision and was given a second crack at banning Sammy's slate last month -- and it looks like Cupertino made the most of the opportunity, as Reuters reports that Judge Koh has granted Cupertino's request to enjoin the sales of the Galaxy Tab 10.1. Details are scarce at the moment, but we do know it's only a preliminary injunction, meaning if Samsung's ultimately victorious in the case, the injunction will lift and it'll be free to peddle its wares once again. Still, it's certainly bad news for the Korean company, but given its expansive stable of other slates still on sale combined with its recent economic performance, we're sure Samsung can weather the storm while the courtroom fireworks continue.

Update 1: All Things D got a copy of Koh's order, and we just gave it a quick read. Turns out that she granted the injunction due to the strength of the merits of Apple's case and the unlikelihood that Samsung would invalidate Apple's design patent -- the court already held that the 10.1 is "virtually indistinguishable" from the iPad's design and likely infringes Apple's IP. Furthermore, Judge Koh held that, because Apple and Samsung are direct competitors in the tablet space and "design mattered more to customers in making tablet purchases," Apple would be irreparably harmed by further 10.1 sales. Those two factors outweighed any hardship suffered by Samsung, and thus, the Galaxy Tab 10.1 was stricken from US shelves.

Update 2: Well, that didn't take long -- a mere five hours after Judge Koh's order, Samsung filed an appeal, according to Foss Patents.

'General Hospital' wins big with 5 Daytime Emmys

The Daytime Emmys showered "General Hospital" with five trophies, including best drama, while giving Regis Philbin a fond farewell as a departing talk-show host.

NBC's "Today" show won as best morning show and the syndicated "Jeopardy!" was named best game show at the annual ceremony Saturday.

"Live with Regis and Kelly" was saluted as best entertainment talk show (its first-ever nod in that category) and for best talk-show hosts. Philbin ended his long run as its co-host last November, with a replacement yet to be named to join Kelly Ripa as the syndicated series continues.

Heather Tom, who won as best lead actress for CBS' "The Bold and the Beautiful," made history as the first to win in that category after having previously won as both best younger actress and supporting actress.

Anthony Geary won as lead actor for "General Hospital." The ABC soap also won for supporting actress (Nancy Lee Grahn), supporting actor (Jonathan Jackson), and directing team.

The syndicated "Dr. Oz" was named best informative talk show.

Bill Geddie, longtime associate of Barbara Walters and executive producer of her ABC talk show "The View," received the life achievement award.

"There's not a lot of glamour and glory in daytime," Geddie told the room in his acceptance remarks. "But when you think about it, we're all here with the best of intentions: We just love making TV!"

Held in Beverly Hills, Calif., the 39th Annual Daytime Emmy Awards was telecast on the HLN channel, having moved to cable for the first time after airing on CBS the past two years. The awards are bestowed by the National Academy of Television Arts & Sciences.

The Beverly Hilton, where the presentation originated, was the site only hours earlier of what investigators believe was a murder-suicide. Police responding to a report of a shooting late Friday found a man and a woman dead from gunshot wounds in a guest room. The luxury hotel was also the site of Whitney Houston's death in February, when the singer drowned in the bathtub of her room.

PFT: Ex-Saint calls bounties 'something every team does'

89545031_display_imageGetty Images

A year after nearly making it to the playoffs following a total of six wins in three seasons, the planets aligned for another disastrous season in St. Louis.? And a disaster indeed unfolded, in the form of a 2-14 record.

The finish resulted in owner Stan Kroenke cleaning most of the house, firing G.M. Billy Devaney and coach Steve Spagnuolo.? On Saturday, Devaney joined Doug Farrar and Rob Rang of KJR radio (via NFL.com), and Devaney offered up a wide variety of excuses for the team?s re-collapse in 2011.

The laundry list of lamentations for losing include:? (1) the team went up for sale as soon as Devaney and Spagnuolo were hired; (2) the team had ?an old roster,? a ?really old roster?; (3) there were ?some guaranteed contracts on there that we have to live with?; (4) the lineup was essentially ?Steven Jackson and the Pips,? and Devaney said he ?probably would have been happier with some of the Pips? (oh . . . snap); (5) the team had to make tough and unpopular decisions regarding receiver Torry Holt and Orlando Pace; (6) there wasn?t much money being put into a team that was for sale; (7) after a successful season, offensive coordinator Pat Shurmur left to coach the Browns; (8) a ton of injuries in 2011; (9) no offseason in 2011; and (10) a ?ridiculous? schedule in 2011.

?It was just one thing after another,? Devaney said.? ?I could tell in training camp ? I mean early on, I don?t even know if we started playing a preseason game ? things just, especially on offense, things just looked really . . . nobody looked comfortable.?

Then came the regular season, with an opening slate of games against the Eagles, Giants, Ravens, Redskins, Packers, Cowboys, and Saints.? But for a postseason-altering upset win over the Saints (if New Orleans had won, the Saints would have hosted the 49ers in the divisional round), the Rams would have started the year 0-8.

?I mean, we were hoping, and this is ? we?re trying to be optimistic ? we were hoping at the halfway point, we may have had two wins,? Devaney said.? ?We thought if we could scratch out two wins, the back end of the schedule, we could win a couple of more games.? Well, I don?t know if we won any.? We may have won one, but by that time, the roster was decimated.? We were working corners out on Tuesday and they were lining up and starting for us on Sunday. . . .? Five or six of those guys, I couldn?t even tell you who they were.?

The points are all valid, but the lesson for other General Managers and coaches is that, when a team is facing that kind of adversity, it?s important to manage expectations, both inside and outside the building.

It didn?t work internally, or Devaney and Spagnuolo would have gotten another chance to preside over another stunning turnaround.
