On Romney's day, he looks past Dem doubt, despair

TAMPA, Fla. (AP) ? Republican Mitt Romney is stepping up for the most important speech of his life, ready to tell an audience of millions that America's best days are ahead after years of "difficulties and disappointments, doubt and despair" under President Barack Obama.

Having grasped the GOP nomination on his second try, after years spent reaching for this moment, Romney will use his speech Thursday night at the Republican National Convention to introduce himself to a large swath of voters just tuning in to the long-running presidential contest and to claw for advantage in a race that could scarcely be any closer.

Romney hinted at his speech themes in a morning fundraising appeal emailed to supporters, and aides said the convention's final night would fill out a portrait of the GOP nominee as a successful businessman, fix-it guy for the 2002 Olympics and trustworthy candidate devoted to his family and faith.

"We believe in America, even though the last four years have been full of difficulties and disappointments, doubt and despair," Romney wrote. "We believe in America, even though President Obama's failed policies have left us with record high unemployment, lower take-home pay, and the weakest economy since the Great Depression."

The GOP nominee spent his morning visiting with extended family ? about 120 people, he guessed ? and tending to the never-ending demand for campaign cash at two meetings with donors.

There was no shortage of advice for Romney from armchair speechwriters on all sides.

Jeb Bush, the brother and son of former presidents, said it was critical for the normally reserved GOP nominee to connect with people on an emotional level ? even if he's never going to be "a new-age kind of guy."

"Where it matters is connecting with other people's concerns," Bush said in a round of morning talk show interviews. Only then, he said, will voters be ready to hear the candidate's case.

Overnight, convention planners transformed the stage, extending it about 12 feet to move the candidate closer to the audience. A clear barrier surrounded the bottom steps.

In a brief preview of Thursday night's speeches, Republican officials said members of the Mormon church, former business associates of Romney, including Staples President Tom Stemberg, and past Olympic athletes will help introduce the Republican candidate.

As part of his introduction, Romney appeared prepared to discuss his Mormon faith in more direct terms than usual, a direction signaled by running mate Paul Ryan on Wednesday night in several allusions to the duo's differing religions but "same moral creed."

The Wisconsin congressman, a deficit hawk who's become the party's darling since joining the ticket, offered a prime-time testimonial setting up Romney's turn on the stage in the Republican National Convention's finale.

The Obama campaign was quick to pick apart Ryan's address, releasing a new Web video with a fact-check of what it said were inaccuracies in the congressman's criticisms of the president, and branding the GOP ticket wrong for the middle class. In the warm-up for Romney's speech, the Democrats also released a second Web video highlighting past criticisms of Romney on his record as Massachusetts governor and his budget priorities.

After a two-day campaign tour through college towns, the president was staying out of the spotlight Thursday, ceding center stage to Romney.

But in an interview with Time magazine released Thursday, Obama said he was hopeful for a more productive second term if re-elected, because "the American people will have made a decision. And, hopefully, that will impact how Republicans think about these problems."

"My expectation is that there will be some popping of the blister after this election, because it will have been such a stark choice," Obama said.

The president added that he needs to do a better job of communicating his goals to the American people ? both during the campaign and what he hopes will be a future inaugural address and more State of the Union speeches. The interview was conducted last week.

If history is a guide, viewership of Romney's speech ? and Obama's address to his Democratic convention next week ? will be surpassed only by the audience for their coming debates.

The first night of the GOP convention drew an estimated 22.3 million TV viewers, the vast majority over 55. The Nielsen ratings company said that figure was down from the 23.1 million who watched the first full night of the 2008 convention, which nominated John McCain. Nielsen said just 1.5 million of those who watched Tuesday's convention session were in the 18-34 age group.

The Republican convention's most rah-rah moments were unfolding as Hurricane Isaac, downgraded to a tropical storm, inflicted floodwaters and misery in rural stretches of nearby Gulf states. The slowly unfolding calamity went unmentioned by most key speakers Wednesday night, although a few asked for Red Cross donations for victims and offered prayers. The GOP had cut the convention's opening day in fear Isaac would strike Tampa, which was spared.

Not that Obama set politicking aside for the week, either, even as he tended to emergency management. Locked in an unpredictable race that shows no clear advantage for either man, Obama on Wednesday implored young people in a crowd of 7,500 in Charlottesville, Va., home to the University of Virginia, to register, vote and make sure their friends do as well. "I need you," he said. "America needs you to close the gap between what is and what might be."

Ryan, 42, came on board the campaign for the White House with a reputation in Washington for taking on the sacred cows in government spending, Medicare prime among them. He's also generated plenty of excitement among conservatives who have never been fully convinced that Romney is one of them. "I think he's a rock star for the Republicans," Allie Burgin, a delegate from Wynnewood, Okla., said before the speech. And that's how he was received on the stage.

"The present administration has made its choices," Ryan said, "and Mitt Romney and I have made ours. Before the math and the momentum overwhelm us all, we are going to solve this nation's economic problems. And I'm going to level with you: We don't have much time."

Ann Romney, in an interview with WTMJ-TV in Milwaukee taped before Ryan's speech, said Ryan and her husband are a "dynamic duo" who complement one another: "They're both very wonky when it comes to the intricacies of the budget ... You get the two of them together and they're like two pigs in slop."

In his speech, Ryan was particularly cutting in his indictment of the president, even in a convention loaded with anti-Obama rhetoric. "Fear and division are all they've got left," he said. "It all started off with stirring speeches, Greek columns, the thrill of something new. Now all that's left is a presidency adrift, surviving on slogans that already seem tired, grasping at a moment that has already passed."

In a letter sent Thursday morning to potential Democratic donors, Obama campaign manager Jim Messina said Ryan's speech "represents a huge bet by the Romney campaign ? they've decided that facts, truth and reality will not be a brake on their campaign message."

Sen. John Kerry, the party's 2004 nominee, also issued a fundraising appeal, saying Democrats need to "respond quickly and powerfully to attacks from the other side." Kerry, a decorated Vietnam War veteran, said ads from outside groups attacking his military record were "burned into my memory" and that Romney has far more to spend on advertising this time.

Romney spokesman Kevin Madden said days earlier that the nominee would discuss his Mormon religion in his convention address as part of "what's informed his values."

Ryan, a Roman Catholic, took up the matter conspicuously, and no doubt as part of the convention's carefully crafted message.

"Mitt and I also go to different churches," he said. "But in any church, the best kind of preaching is done by example. And I've been watching that example. The man who will accept your nomination tomorrow is prayerful and faithful and honorable."

Obama, asked in the Time interview what he admired about Romney, said the GOP nominee "seems to walk the walk and not just be talking the talk when it comes to his participation in his church."

(AP) ? The bodies of an elderly woman and her daughter were found in Russia beneath a scrawled message demanding freedom for the jailed members of the Pussy Riot band, officials said Thursday.

While a Russian investigator cautioned that the killer was possibly trying to mislead police by drawing attention to the punk provocateurs, the alleged link between a killer and anti-Putin protesters was immediately seized upon by Russian media and pro-Kremlin publicists.

Three members of the band were sentenced this month to two years in prison for a February "punk prayer" performance in Moscow's main cathedral entreating the Virgin Mary to save Russia from Vladimir Putin, who at the time was on the verge of winning a new term as Russian president.

An official of the Russian Orthodox Church on Thursday said supporters of the band bear a moral responsibility for the gruesome killings in the city of Kazan.

"This blood is on the conscience of the so-called public, which supported the participants in the action in Christ the Savior Cathedral, because the result is that people with unstable mentality got carte-blanche," said Archpriest Dmitry Smirnov, the church's envoy to law enforcement agencies, the Interfax news agency reported.

Some publications ran headlines claiming that Pussy Riot supporters "committed" or "inspired" a double homicide. The coverage was full of the mostly negative terms used by Kremlin-friendly television networks and media in their coverage of the protesters' trial.

The trial, widely seen as Kremlin-orchestrated, caused an international furor, with celebrities such as Paul McCartney urging Russian authorities to free the band.

The jailed band members' attorney said on Twitter that "what happened in Kazan is horrible," calling the case "either a horrendous provocation or a psychopathic" case.

"I am sorry that some freaks are using Pussy Riot's band name," Nikolai Polozov was quoted by the Interfax news agency as saying.

Russia's Investigative Committee said the women were mother and daughter, aged 76 and 38, and were killed late last week in their apartment in Kazan with the words "Free Pussy Riot" written on the wall in English, "presumably" with blood.

The substance has not yet been confirmed, it said in the statement. The agency did not provide the women's names or reveal details about their occupations or whether they had any connection to the band.

The Russian tabloid Lifenews quoted an unnamed investigator as saying their faces and bodies were disfigured by multiple stab wounds.

An investigator in Kazan said the murderer was either psychotic or a drug addict who was trying to cover up the crime by attributing it to the band's supporters. The killer "was trying to avoid suspicion" by misleading police, investigator Andrey Sheptitsky said in televised remarks.

That sense of caution was ignored by many Russian media outlets.

Kristina Potupchik, a pro-Putin blogger and former spokeswoman for a militant youth group known for its violent pranks against the opposition and Kremlin critics, said in a post that the band's supporters "will not get away" after the killing.

She also compared them to Charles Manson, whose followers used the blood of murder victims to write on the walls of their houses.

The leader of an Orthodox youth group that has accosted and assaulted Pussy Riot supporters claimed that they are capable of committing "any" crime.

"The infernal force that drives them hates God, believers and humankind in general," Dmitry Tsorionov told Interfax on Thursday. "These people are capable of committing any crime, and nothing but force and law can stop them."

The country's dominant Orthodox Church has called the band's stunt sacrilegious, but hundreds of artists, musicians and other intellectuals have signed petitions urging authorities to free them.

Several wooden crosses that stood outside Orthodox churches in Russia and neighboring Ukraine have been toppled by people who have claimed to be the band's supporters.

The band's manager and the husband of one of the jailed rockers, however, said the band disapproved of the vandalism.

A poll released Thursday by the state-run VTsIOM polling agency showed that one-third of Russians considered the two-year jail sentence for the band members too harsh, while another 31 per cent found it appropriate. The survey questioned 1,600 people nationwide on Aug. 25-26 and gave a margin of error of 3.4 percentage points.

Tax charge weighs on Santam's H1 earnings

JOHANNESBURG (Reuters) - South African short-term insurer Santam posted an expected 29 percent drop in half-year earnings on Wednesday due to the impact of a significant increase in the taxes.

Santam, which is majority owned by life insurer Sanlam, said headline earnings per share came in at 415 cents in the six months to end-June from 584 cents a year ago.

Headline earnings, the main gauge of profit in South Africa, exclude some one-time items.

The insurer had flagged that earnings would be at least 25 percent lower.

Its income tax charge rose by over 84 percent from the previous year, mainly due to the tariffs levied on a special dividend pay out.

South Africa's largest property and casualty insurer's net insurance premiums rose 10 percent to 7.7 billion rand from a year earlier. Underwriting came in 21 percent lower at 471 million rand, while investment income rose 12 percent to 337 million rand.

Santam, which has interests in at least six other African countries, declared a 230 cents dividend for its half-year, compared with 200 cents previously.

Its shares dropped 3 percent to 172.01 rand on the news, compared with a 0.17 percent fall in Johannesburg's All-share index.

The lawsuit maintains that the chareidi station is in violation of the terms of its operating license, which it received when it began broadcasting in 2009 because the voice of women has simply disappeared. ?The station refuses to put women on the air, not as hosts or one being interviewed? the suit explains.

It is further explained that if a woman wishes to respond to a report, she is limited to leaving her thoughts on a voice mail and is not permitted to call in and speak on the air. ?They are banned from having their voices heard on the air?.

Mexican police attacked CIA officers, ambush probed: sources

TRES MARIAS, Mexico (Reuters) - Two U.S. officials shot and wounded by Mexican federal police just south of the capital were CIA officers, security sources say, and the attack could badly hurt U.S.-Mexico cooperation in a war against drug cartels if found to be a deliberate ambush.

The pair of experienced officers were on their way to a Mexican Marine base on Friday, working with local authorities on a training mission, when federal police riddled their armored van bearing diplomatic plates with bullets.

The men, traveling with a Mexican Marine captain, were wounded and taken to a hospital for treatment, though their injuries were not life threatening. Television footage showed the vehicle strafed with bullet marks, its tires and rear window shot out.

A dozen federal police officers detained and questioned over the attack have been ordered held in custody for 40 days, and in initial statements to federal prosecutors they claimed they confused the Americans for criminals.

However, eyewitnesses at a bend in the road outside the small town of Tres Marias told Reuters the gunmen were dressed in plain clothes and carried rifles. They said they pursued the Americans firing from unmarked cars trying to box them in and on foot -- a classic style of gangland hits in Mexico.

"We had no idea at all they were police. They looked like criminals," said one woman who witnessed the incident but asked not to be named for fear of repercussions.

Witnesses said the CIA driver made impressive evasive maneuvers which likely saved their lives, and they believe they heard hundreds of bullets fired, estimating the incident lasted around six minutes.

One media report said shell casings from AK-47s, which are not used by Mexican police and are a weapon of choice for drug cartel members, were found at the scene, which could suggest the police were working in tandem with gangs.

Tres Marias is close to the city of Cuernavaca, a weekend retreat that has been badly hit by drug violence in recent years. In 2009, Mexican Marines shot dead leading cartel boss Arturo Beltran Leyva, alias "The Beard," in Cuernavaca based on information from the U.S. Drug Enforcement Administration.

U.S. and Mexican officials are probing last week's incident to ascertain whether it was a mix-up, or more sinister.

A Mexican official close to the investigation who asked not be identified said the CIA officers were within a few miles of the Marine base when they were shot by the men in civilian clothes.

The CIA declined to comment on the incident.

One U.S. official familiar with inquiries into the incident said that there are a "whole lot of unanswered questions" and that future dealings between the United States and Mexico could be seriously affected if the United States concludes that a major cover-up is going on.

DELIBERATE AMBUSH?

Mexico's police services have been plagued by cases of corruption and officers working for hire for cartels in recent years, amid a surge in violence that poses a major challenge for incoming President Enrique Pena Nieto.

Roadside shootings have been a feature of the violence linked to drug gangs that has overshadowed President Felipe Calderon's six years in office. Gangs have been known to set up fake military checkpoints to ambush rivals.

Last year, two U.S. Immigration and Customs Enforcement agents were shot by hitmen on a major Mexican highway. One of the agents died.

Calderon promised on Tuesday to get to the bottom of how the pair were shot by federal police officers.

Speaking alongside the U.S. ambassador in Mexico, Calderon said the shooting incident should not hinder bilateral efforts to fight Mexico's violent drug cartels.

"We can't allow these things to happen, whether it is because of negligence, lack of training, lack of trust or complicity," Calderon said.

Major U.S. agencies including the CIA, FBI and Drug Enforcement Administration operate out of the embassy in Mexico City.

Under the "Merida Initiative" which began in 2008, U.S. agents have trained Mexican police and soldiers to help them with Calderon's war on traffickers. Washington has also supplied Mexico with equipment including Black Hawk helicopters and surveillance gear.

Much of the training and hardware has gone to the Marines, an elite force that operates out of Mexico's Navy Ministry and has captured or killed several major drug traffickers. However, the United States has also trained the federal police.

During Calderon's six-year offensive against cartels, there have been more than 55,000 drug-related murders. More than 3,000 police and soldiers have died, although many were involved with the gangs.

New D.C. Campaign Finance Reform Would Ban Lobbyist Bundling ...

District of Columbia Mayor Vincent Gray (D) and Attorney General Irvin Nathan introduced new campaign finance reform legislation today that would, among other things, ban registered lobbyists from bundling contributions.

The bill (PDF), which includes new prohibitions on contributions by government contractors and grant recipients, would increase penalties for campaign finance violations and give the attorney general's office new prosecutorial authority for misdemeanor violations. The proposal comes after a year of persistent ethics-related headaches for the District, from the resignation of two councilmembers to an ongoing investigation of Gray's 2010 campaign.

The proposed legislation would add on to an ethics reform package the District of Columbia Council passed last year. Campaign finance reform took center stage after a series of campaign finance-related scandals this year, including a guilty plea from a woman accused of funneling more than $650,000 to a shadow campaign supporting Gray in the 2010 election. Gray has never been charged with wrongdoing.

During today's press conference, Gray did not directly address recent events surrounding his campaign, but said that he fully supports the reform proposal. "The proposal will have to stand on its merits," he said. Nathan said that efforts to reform campaign finance laws began before some of the recent scandals, but acknowledged that they do serve as part of the "background" now.

Under the proposed legislation, registered lobbyists or those acting on behalf of lobbyists would be barred from bundling, which means arranging or passing along groups of contributions to sitting officials or candidates. Other provisions include new reporting requirements for campaign contributors.

Nathan said his office consulted with local law firms, lobby shops and the American Bar Association about the bundling prohibition provision. He said the new rules were not aimed at interfering with lobbyists and others trying to get their message out, noting that lobbyists could still make individual contributions and that the proposal didn't alter the maximum allowable contribution.

Tropical Storm Ileana forms off Mexican coast

(AP) ? Tropical Storm Ileana has formed in the eastern Pacific coast off of Mexico, but currently poses no threat to land.

The National Hurricane Center said Monday night that the storm is located about 330 miles southwest of Manzanillo, Mexico, and about 530 miles southeast of the southern tip of Baja California. It has maximum sustained winds of 45 mph and is moving northwest about 12 mph. The Center said it could become a hurricane late Tuesday or Wednesday.

Banks may face billions in claims over rate-rigging

The interest-rate fixing scandal that rocked the financial world earlier this summer looks set to rear its ugly head again.

In late June, Barclays paid $453 million to regulators in the U.K and the U.S. to settle accusations that it had tried to influence LIBOR, or the London interbank offered rate -- a benchmark interest rate that affects the price at which consumers and companies across the world borrow funds.

A report in The Wall Street Journal Monday says other banks under investigation for manipulating the key lending rate face the possibility of tens of billions of dollars in claims filed against them in dozens of lawsuits brought by parties as varied as cities, individual investors and financial institutions.

Banks that have disclosed that they are under investigation for LIBOR manipulation include Citigroup and JPMorgan Chase.?HSBC, Deutsche Bank and the Royal Bank of Scotland are also being probed.

In the lawsuits the plaintiffs allege that they were cheated out of returns on bonds because the rates on those bonds were kept artificially low, or in other instances they alleged collusion among traders meant they were squeezed financially, the Journal said.

There are likely to be many instances where corporations or financial institutions want to get out of a losing position in a trade, arguing that a manipulated interest rate was to blame for the losses, according to Bart Naylor, an expert in financial regulation at the consumer advocacy group Public Citizen.

?If I?m a financial institution and I have to pay $100 million because LIBOR is where it is, instead of $90 million when LIBOR is where it should be, I don?t want to pay that extra amount,? said Naylor.

The next step in the LIBOR scandal is likely to involve hefty fines for the world?s biggest and most powerful banks, Naylor added.

?It seems inconceivable to me that the financial regulators would have spent four years just concentrating on Barclays,? Naylor said.

?I think the next thing we will see is the naming and fining of additional banks, and one can imagine that the penalties for those banks will be even more intense, given that Barclays has said other banks were complicit in the scandal and we know that regulators look dimly on institutions that don?t admit to wrongdoing,? he added.

The Barclays settlement in June led to a flurry of lawsuits against the bank and other institutions, the Journal said. The LIBOR cases have been piling up for months, although the exact number isn?t clear, according to the newspaper, which reviewed filings in federal and state courts. For the plaintiffs to win their cases in court they must prove that banks successfully manipulated interest rates, leading to a loss for the plaintiff, the paper noted.

Some analysts say the eventual bill for the LIBOR scandal could cost Wall Street dearly, with estimates for the cost of the scandal to Wall Street ranging from $47.5 billion to $176 billion, the report said.

Among those parties looking at litigation against banks over LIBOR are Charles Schwab, which says it deserves damages related to fixed-rate investments held by its funds and investments linked to LIBOR, the Journal said.

Money managers BlackRock, Vanguard Group and Federated Investors are also investigating possible harm to their funds from LIBOR, the paper said, as is the California Public Employees' Retirement System -- the largest public pension fund in the U.S.

Only July 22, police were called to Rogers home after she crawled from her house naked, bleeding and screaming for help. According to CNN, Rogers told police that three masked men broke into her home, and that one of them pinned her down while another sliced a cross into her chest, cut the front of her thighs and shins and carved derogatory words in her arms and abdomen. Rogers then said they rolled her onto her stomach and cut her buttocks, the back of her thighs and the back of her right calf. She also said they tried to burn down her house. Friends of Rogers also told ABC affiliate KLKN-TV that anti-gay slurs were also found spray painted throughout her basement.

On Tuesday, Aug. 21, Rogers, 33, pleaded not guilty to charges of making a false police report.

Four days before the alleged incident, police say Rogers posted on Facebook her motive for faking the attack: "So maybe I am too idealistic, but I believe way deep inside me that we can make things better for everyone. I will be a catalyst. I will do what it takes. I will. Watch me," is what police say the July 18 post read.

The Lincoln Journal Star reported that an arrest warrant for Charlie Rogers was issued after investigators say they found no sign of a struggle in the living room where the Rogers claimed she was attacked. She has since been released on a personal recognizance bond after a brief court appearance. The warrant stated that "There was no apparent blood on the bedspread; even though Ms. Rogers reported she was rolled on to her stomach after she had been cut on her arms, abdomen, chest and front of her legs while being held down?.

SFGN spoke with Rogers? attorney, Brett McArthur, who said that this turn in the events has been very hard for her but that he has fielded ?a lot of calls from people that really want to support and be there for Charlie. She really is a wonderful person.?

Almost immediately after her alleged attack, several hundred LGBT advocates, supporters and allies turned out for candlelight vigils for Rogers. Four Nebraska gay-rights groups that followed the case released a joint statement crediting police for conducting what they believe was a balanced and thorough investigation.

?It is important not to focus on the actions of any single individual," the statement read. "As residents of Lincoln we must continue to bring our community together to declare that violence and hate are not the values of our city."

Rogers sat down for a rather emotional interview with KETV-TV to respond to those who said the attack was a hoax, saying that her "world had been changed forever" by the alleged attack. "The idea that people think it's a lie is so hurtful," she said at the time. "For people to think this doesn't happen here, it does. It did."

When pressed for more information of the fallout from Rogers? charges, McArthur told SFGN that he and Rogers had started to receive hate mail directed at them and gays in general. ?I?m assuming most of it is from heterosexuals but I can?t rule out some gays being mad at the allegations,? he said.

Lincoln Police Chief Jim Peschong told the Associated Press that police found a pile of clothes, white knit gloves and a red box cutter on the living room floor after the alleged attack. Rogers said the gloves didn't belong to her. He also said that investigators have determined that a lot of the DNA found inside the glove was Rogers' and that none of it came from a male. Investigators also discovered that Rogers deleted numerous text messages she had sent the evening of the alleged attack, and that she bought cotton gloves, a box cutter and zip ties from an Ace Hardware Store in Lincoln on July 17. All of the items were later found in her house, he said. When confronted about the evidence weeks later, Peschong said Rogers admitted to purchasing all the items except the gloves. She also sent a photo of a cross-shaped cut on her chest to a friend a few days before the reported attack, Peschong said.

Investigators say they also found no apparent sign of a struggle in the living room where Rogers said she was attacked, and no blood on the sheets where the cutting allegedly took place. An FBI forensic pathologist concluded that Rogers either cut herself, or allowed someone else to do it. Peschong said the department spent thousands of dollars investigating the case, but stressed that the case will not undermine the department's trust in people who report hate crimes.

"The FBI, the Bureau of Fire Prevention and the Lincoln Police Department have spent an exorbitant amount of time and personnel resources investigating this and ? we aggressively investigated this. Every day since this incident has happened, there have been investigators working on trying to identify who these assailants were," Peschong told the AP.

Despite all the alleged evidence, Brett McArthur hopes that the public keeps an open mind and wants to remind people that ?this is America, people are still innocent until proven guilty.?

Baby boy dies after being locked in hot car

Police are investigating the death of a 9-month-old boy found in a parked car on a hot Saturday afternoon.

The death seems to be an accident, according to the Middlesex district attorney's office, which is investigating the case. Still, police blocked off the back entrance to the home on Huntington Street.

A police source says the baby lived on the first floor of the two-story home. A group of people gathered out front while investigators worked in the back.

?I?m really upset. You know, I?ve got my godchild here. Nobody wants that for their child. So, I?m sad. Very sad,? said neighbor Ray Cruz.

Neighbors said they are stunned to learn why police were surrounding the house.

?I?m in shock. I was just going for a walk and this happened. I don't know I?m in shock,? said Mary Debrum, a mother of four.

After the baby was found he was taken to the hospital where he was pronounced dead. Police have not released the baby?s name.

WASHINGTON (CNN) ? Republican presidential hopeful Mitt Romney threw his campaign another curve ball when he revived the sensitive ?birther? issue while campaigning in his native Michigan on Friday.

Speaking before a friendly crowd in the Detroit suburb of Commerce, Romney noted that he and his wife, Ann, were born at nearby hospitals.

?No one?s ever asked to see my birth certificate. They know that this is the place that we were born and raised.? he said.

The crowd roared at the quip, which was seemingly directed at President Barack Obama, who has faced questions for years from some conservative Republican quarters about his birthplace.

Only U.S.-born citizens can be president and Obama released his full birth certificate last year from Hawaii to quiet critics.

Romney has said he believes Obama was born in the United States and that the issue was put to rest last year. Although the zinger once again cast Republican candidate away from their key message: that Obama has mismanaged the economy and Romney is the better of the two to get things back on track.

Political analysts agree that Romney does much better when he sticks to economic issues and his experience in business, two themes Republicans will stress at next week?s nominating convention in Tampa.

But this week, Romney and Republicans nationally have been consumed by a political firestorm caused by Missouri Senate candidate Todd Akin?s explosive comments on rape and pregnancy. Romney spent a good amount of time since they were aired on Sunday in a St. Louis television interview denouncing Akin?s remarks and fielding questions about abortion.

And now, his campaign is responding to ?birther? questions.

A Romney aide that he was only pointing out that Michigan is the state where he was ?born and raised.?

Michael Tanner, a senior fellow at the Cato Institute, author of Leviathan on the Right: How Big-Government Conservatism Brought Down the Republican Revolution, believed it was just Romney being awkward in trying to make a point about his roots.

Some found them puzzling.

?I?m somewhat surprised that he would make that joke because he?s done a good job confirming that President Obama was the legitimate president of the United States,? said Andra Gillespie an associate professor of political science at Emory University and author of ?The New Black Politician.?

Romney has had a hard time appealing to the right wing of the Republican base, and the comment could, to some, have been a way getting a bump in support ? including financial support ? heading into the convention, said Mark Anthony Neal, an African-American studies professor at Duke University and the author of several books, including ?New Black Man: Rethinking Black Masculinity.?

?The best way to do that is to play to the crassest elements of the base,? Neal said.

Others felt the comments subtly signaled race.

?The ?birther? issues is only an issue that involves the country?s first black president,? said Fredrick C. Harris, a political science professor and director of Columbia University?s Center on African-American Politics and Society. ?And so it raises questions still about the legitimacy about this administration.?

And for others, it is a problem of message control when the campaign faces periods of stress.

On his overseas trip last month, Romney offended Britons when he questioned the city?s readiness to host the Olympics and Palestinians when he credited Israeli culture for its economic success.

?It does speak to a lack of discipline overall,? Tanner said of Romney?s birth certificate comment. ?Look, candidates are going to say dumb things, the president said there were 57 states in the country. God knows what Joe Biden will say on any given day. If you give 100 speeches, you?re going to mess something up. But the Romney campaign doesn?t seem to respond well to this.?
