If you want to plant tiny seeds such as lettuce or carrots you're probably better off using seed tape than trying to plant them by hand. Seed tape is a roll of biodegradable paper "tape" that is impregnated with tiny seeds every few inches. You can buy it commercially but it is easy to make from newspaper, flour, and a package of seeds.
Crafting weblog Giver's Log recommends using ?-cup of flour plus just enough water to make a paste. Cut out long strips of newspaper, paper bags, or toilet paper. Brush a bit of paste onto the paper and add seeds spaced out as per the package instructions. Wait for the paste to dry completely and then roll up your tape.
When you're ready to use the tape all you need to do is lay the tape down on top of your soil, water it, and place a bit of loose soil on top.
